WASECA - The Prairie Lakes Regional Arts Council (PLRAC) recently appointed Judy Martens, New Ulm, to serve on the board representing the City of New Ulm, according to Brenda Flintrop, Executive Director for Prairie Lakes Regional Arts Council.
